Rewriting policy without friction
A policy that only finance loves will be ignored by week two of high season.
Begin with the three claim types that generate the most exceptions—often staff meals, local transport, and floral for events. Invite the outlet managers who live those claims into a ninety-minute working session. Show anonymized examples, not lectures.
Agree on thresholds in numbers people can remember: a meal cap, a transport radius, an approval path for anything above. Write the exceptions in the same breath as the rules.
